This bill would forbid programs promoting diversity, equity, and inclusion (DEI) in all state agencies, K-12 public schools, colleges, and universities.
The authors of the bill define DEI programs as ones that “promote policies or procedures designed or implemented in reference to race, sex, color, ethnicity, gender, or sexual orientation for any purpose other than ensuring compliance with any applicable court order or state or federal law.”
Additionally, H. 3927 would direct the attorney general and state agency directors to take "other appropriate measures to encourage the private sector to end” DEI programs in private businesses and organizations.
This bill is similar to a bill introduced this session that would threaten to slash funding at colleges and universities (H. 3572) and another that targets both K-12 and higher education (H. 3219).
We oppose this bill because: This bill contains a broad prohibition that could endanger everything from medical research to teacher recruitment programs to hiring initiatives at private companies. It is a misguided attempt to silence speech and stifle initiatives that seek to address the glaring inequities in South Carolina’s schools, communities, and other institutions.
